Road Haulage Group Strives Toward FORS Equivalency for HGV Freight Operators

RHA Plans to Offer Standard Acceptable to Transport for London Scheme

UK – For some considerable time many freight outfits belonging to the Road Haulage Association (RHA) have taken advantage of the Association’s System and Procedure Compliance Audit, an ISO accredited scheme which is widely recognised by many companies as the leading compliance audit for HGV operating companies. Now the RHA is working with Transport for London (TfL) in an attempt to situate the RHA Standard as being FORS-equivalent for the purpose of satisfying the forthcoming contractual and other requirements which goods vehicle operators aim to achieve.

FORS, the Fleet Operator Recognition Scheme, is a multi-layered programme aimed at raising the standards of operators in and around the capital. Graduated over three levels the scheme is intended to demonstrate the competence and capability of a company with particular relevance to safety, efficiency and environmental awareness. The current RHA Compliance Audit includes the depth of the assessments and advice for future actions, aspects which will be included in the new RHA Standard. The Audit is currently used by operators who have been called to a public inquiry by traffic commissioners; and also by company owners and managing directors who wish an for independent check to ensure that their organisation is being managed to a high standard in terms of O-licence compliance and best practice.

Feedback from RHA members is partially behind the decision to develop the RHA Standard at a time when there is an increasing demand for FORS or FORS-equivalent accreditation making the Association decide it would be entirely appropriate for the RHA to offer its own FORS-equivalent road haulage Standard, with at least as strong if not stronger focus on quality and improvement. Ian Wainwright, Head of Freight and Fleet at Transport for London, commented:

“Our Fleet Operator Recognition Scheme has helped lead the way in encouraging companies to have efficient, safe and clean vehicles throughout London. By developing their own high quality standard, the RHA will help us take another step towards ensuring that companies who go the extra mile can clearly demonstrate this to potential clients, not just in London, but across the UK.”
